whatever freedom you have cannot exist in a political vacuum

No, democracy cannot sustain without legislative and political freedom because if there is single organization governing the country how can the citizens choose their representatives and monarchy will dominate the country.. Democracy is for the people by the people and of the people so if there is no political freedom than citizens cannot sustain their rights which are given in democratic country by political representation.
