Yes there can be a democracy without a political freedom. We all know what is democracy. Democracy means the independent opportunity which all of the people have according to me. So it doesn't matter that democracy can only be contributed by political freedom. Every people has democracy like democracy of living, democracy of doing anything, democracy of aiming, democracy of working, democracy of spreading message of peace and harmony and many other independent right. So, democracy can be achieved without a political freedom also.

Ya it can be democracy for eg take the case of india in jammu kashmir we dont have the freedom.to buy land only permanent residents xanbuy there so our country being Democratic denies the freedom of buying land in J&K
