Can there be development with over use of water?

There can be no development with over use of water as water is a basic need of our life.We need water mainly to drink and also many things but this is a main work.So if we are deploying our water resources for games , for washing things etc. polluting rivers and so on and so forth which means we are overusing it and we are careless towards it.So there is no development if there is overuse of water as if people will not get water and if they die than there is no one who can develop the country.
