Solenoid : If Many turns of an insulated wire are wound around a cylinder the resulting coil is called a solenoid.
Toroid : A long solenoid bent around in form of a closed ring is known as Toroid.

As it is clear from the definition that toroid​ is made by a long solenoid then it means that a Toroid can be a solenoid.
