Dizygotic are not considered clones of each other because they do not share the same DNA. Dizygotic twins are born from two different eggs fertilized by two different sperms.

monozygotic or identical twins are born from a single egg fertilized by a single sperm but then split into two embryos. They share nearly identical DNA so they are considered to be a form of cloning.......

Hope this helps you!
