Time travelling is travelling in time whether its past or future.
in my opinion I don't think that time travelling is possible as there are many scientist who are still researching or trying to find different ways to teavel through time.
I still remember that once my teacher told that scientists have invented a machine which was half made, through which we can travel in time but due to which many national calamity or disasters occurred and they thought that it is not good to do so as the divine god must be upset with this action so that's why they stopped doing this I don't know whether it's true or not but once my teacher told it so that's why I am sharing this incident with you.

'Who' is not actually valid. 'Who' in your question presumes that it's built by some sapien out here. Okay, what we know till date is that whole universe is created by bigbang and dark energy serving the purpose of source of matter. Beyond that no one can predict what the universe was or what it looks like.
as u know science tells us that our solar system was made by big bang theory but some people also belive God crated it the answer is not sure or exact . hope this helped u...
