Leaves loose more water from it's pores due to evaporation i.e due to the sun's heat or absorption. In winter the rate of evaporation is low so the leaves are not prone much to transpiration.

In summers the sun gives out more heat and it is too hot so more loss of water takes place whereas in winters when the sun partially gets to be seen the plants don't lose water.
