Can V=IR expression of Ohm's law can be applied on any conductor??????

Not all conductors obey Ohm's law. Most conductors of electricity are non-ohmic conductors . Ohm's law is only true for resistors whose resistance doesn't depend on the applied voltage, which are called Ohmic devices.

So only Ohmic devices allow Ohm's law.
