velocity of an object can be zero in the following conditions:-

  1. If the particle does not move at all.  If the particle does not move , the displacement and distance both will be zero and hence velocity will be zero.
  2. If the particle moves but displacement is zero .   Displacement is defined as the shortest distance between two points. if the body starts from point A and comes back to point A , displacement = 0 and hence velocity will be zero.
