put water at room temperature into a vacuum chamber and begin removing the air. Eventually, the boiling temperature will fall below the water temperature and boiling will begin without heating.

Boiling is the spontaneous change of water from the liquid phase to the gas phase.

The boiling point temperature of every fluid is proportional to the fluid pressure. l

So if you can reduce the pressure acting on that fluid in some way like by using a vacuum pump or using long venturi you can decrease it's boiling point.

So, if you lower the pressure enough, water will boil even at room temperature, so then you wouldn't need a special heat source.
