can water be used as the heating agent, to prevent the other liquid from freezing in cold countries? why?

no in cold countries the water will be cold if water is little warm then it can help

think it has both way answers.water cannot be used as it evaporates in heating and we get only stream not hot water.if we maintain the temperature of the water below 100c it can be used
