can we achieve secularism in society without social democratic state

It means the religious identity of an Indian has to give way to the primary identity of a citizen. And the state has to guarantee the rights that come with this identity, as the rights of citizenship

no we can't achieve secularism in soci with democracy becz the meaning of secularism means a state with no official religion or in other the state do not give special priority to a particular religion . but without democracy it became obviously a dictorship ,monarchy govt and we all know that in these type of govt there will arise a situation of majority and minority. so there will be official religion so we can't achieve secularism in a society without social democratic society one currently example is Pakistan in which there was military govt and Muslim is official religion .hindu are minority .

so we can see from above example if there is no democracy there is no secularism .
