Can we bring rain artificially? If yes how?

We can't bring rainfall artificially. It is a natural process which occurs due to precipitation.

We can cause rain artificially. We can artificially induce or increase precipitation. By keeping in mind the clouds' physical properties, we can spray different catalysts or sow them. Like, asdry ice, silver iodide and salt powder. We can also practice cloud seeding. These things are done to make clouds rain or increase precipitation. But it is not known well so it's not practiced much in India.

So technically, it is possible.
