can we change the magnetic flux linked with a circuit without providing a relative motion between the magnet and circuit?

Yea...we can


For small circuit we can use variable resistance and in big circuit we can use rheostat to change the resistance..


And when resistance will vary; current will vary as a result magnetic flux will also be changed.
