no because you breathe heavily when you cry and you can't breathe when you're underwater.

This means we breathe heavily when we cry, an as you can't breathe underwater, you would end up drowning from swallowing too much water. So you would most likely end up dead, unless you have an airtank and a mask. If you had the proper gear you could see the actual tears, and you could breathe.
