Yes, according to we can any where as with the shortcuts of wormholes etc.
If we want to move to near the black hole the space should be in a speed of light.
When a 20 yeared person travel to the journey of light for 5 years and returns back to the earth the person will be 25 and his friends will be 65, this is what the difference makes.
We have to remember that if we want to do time travel the Machine should be able to travel in a speed of light, the machine should be able to move against the opposite force i.e. gravity is more so it should be able to move opposite to the gravity.....
