Can we have a different time in different parts of universe?

Yes, because if we had some other solar system it must have a sun also . And sun is a star and are of different types and can have a high light . The planets can also rotate on a very high speed. For example: Neptune take 2136 years as earths time to complete 1 year of Neptune.
