Can we multiply a whole row or column of a matrix by minus (-) sign as a form of Elementary Operations ?

Yes we can multiply.

As we know that multiplying of any constant in any row or column is valid, so if you will multiply (-1) then it is a valid operation.

For example,

R_1=-1R_1\\or\\C_1=-1C_2
