Charges are built up oftenly in the clouds. A lightning path is quite important for this aswell. But clouds do have charge built in them time to time. An electrical breakdown of air requires like 1 MV/m.
Hence yes energy charges can be extracted from the clouds.

Yes we can produce charge from clouds. The clouds act as a positive surface and earth act as a negative surface thus there is a potential difference produce between them.
