But theoretically, it can be done under some condition and consequences.

The sea tides usually go back and forth because of the gravitational pull by the moon revolving us.

We cannot do anything regarding that which is impossible.

There is another situation when the sea tides go in is when the plates in earth move and the epicenter of earth vibrates.

This event will take in the sea water thus by making a large part of sea shore visible. But once the plates align, the water gets back as huge waves called a tsunami.

This can be practically as well as hypothetically done with high-level technology making the epicenter to vibrate and consequently causing a tsunami that will cause a great disaster. “
