Yes it can be reused as like filler.
floral foam is a very light and fragile open-celled material. It should be handled very gently when dry to avoid crushing those tiny cells.
But if the foam gets dried, it cannot be wet again. Like when it reaches the thirsty plant we cannot use it again.
