The Doppler Effect refers to an increase or decrease in the frequency of sound, light and other waves as the source moves either towards or away from the observer.
It causes a sudden change in pitch as well as a red light as observed astronomers. In 1929 it was observed by an astronomer that the red light was moving away which means that the galaxy was expanding.
