technically because you would obtain both of them as gasses in NTP I would not think you can fractionally distill them by heating, the motto of fractional distillation is to heat and convert a solid or liquid to a gas then condense it,But you could make use of the phase diagram of Carbon dioxide and as far as I know you can compress it much much more easily than Hydrogen to form a liquid,Under such pressurized conditions you could suck out the hydrogen as it is still a gas,but the mixture will still have a slight impurity of Carbon Dioxide, but its harmless,if you want it removed then repeat this process multiple times,Remember however that if you are trying to do this practically then the time when you release pressure the work done by CO2 on its surroundings is so much that it will become very cold(Joule Thomson effect)...so thats about it on the separation of the two....I hope I could help you :D
