Can we use one cell in place of two in T.V remotes Why?

No we cant coz for a circuit to complete negative and positive both terminal have to be there...

because the voltage from one battery is evidently insufficient to run the IR LED trasnmitters which generally take a forward voltage drop of around 1.5 to 2 volts.

You could run a DC switcher off one cell but that would be very inefficient. You'd have to have it running all the time or have it start every time a button was pressed. Its probably easier just to  use two cells.
