can we use soap and synthetic detergent to to decide the hardness of water?

yes we can use because soaps and synthetic detergents are the sodium salts of oleic acid or other compounds which contain 18 or 19 carbons. Hard water contains magnesium ions which react with the sodium salts and forms precipitation of the magnesium salts of those acid compounds. Thus the hardness of the water is decided.
