No you can't write Carbon dioxide as C2O4 as carbon dioxide is made by reaction between Carbon and oxygen. Here Carbon is a nonmetal whereas oxygen is a gas. Here point is that carbon can be present as an single atom(C) but oxygen cannot, it is always in molecular(O2) form ,so your question C2O4 is equal to 2C and 2O2.
Reaction for making CO2 is
C + O2 = CO2
and 2C +2O2 = 2CO2 equivalent to C2O4.
But you can't write C2O4 you have to write C2O4.
