For every longitude the time differ by 4 minutes. The Longitude on the East if ahead & to the West is behind.

The sun is directly overhead means it is 12 noon at 10° East Longitude.

The time difference between given longitude is of 1°

9° East Longitude is to the West (with respect to 10° East Longitude) by 1°

So, the time at 9° East Longitude will be 4 minutes before 12 noon

Hence, the time at 9° East Longitude will be

12 noon - 4 minutes = 11 : 56 AM
