Who do we blame for Democratic failure in most developing countries? The Elites who criticize every governments' action but refused to participate in election, the politicians who show up every four year with cash and buy their ways out their ways with hard currencies or the poor who see election time as a time to make money and result to selling their votes

Poor people cannot be blamed for the failure of democracy. A large number of external and internal forces incentivuse derailing of a real democracy. Regional and internal warfare courtesy of arms selling nations, corrupt Politicians, corrupt bureaucratocal institutions, povert, illiteracy, are all to be blamed.
