The cluster of eggs cannot be considered as a tissue because eggs are separate embryonic cells and cannot get together to perform the same function. An egg has to undergo the process of mitosis to form a tissue of itself. Each egg has its own DNA and chromosomes, so it is unique.

A cluster of eggs can't be considered as a tissue because the parts of eggs works individually but not in group. BUT a tissue work in a group.
