Answer:
It is extremely unfortunate that the framers of the Indian Constitution could not foresee that lack of minimum educational qualification for becoming MP and MLA can prove to be a major impediment in the development of the country. Every year the UPSC conducts civil service examinations to select the best and brightest minds who will form the backbone of India's governance structure. It is shameful that these bright youngsters have to serve as secretaries to illiterate ministers. Please don't harbour the myth that education is a privilege that only a select few can afford. If you look at the financial background of students who have secured All India Ranks in the toughest examinations you will find that a large number of them come from very humble backgrounds. It takes a lot of hard work and dedication to clear these exams.
Do you actually believe that in a country of 130 crore people we can't find a handful of educated honest people who can run the government?
Due to this lacuna in the Constitution we are seeing so many people with criminal records becoming ministers
