ans is 2 i hope.

i have the reason as

Q is in series with another bulb so there is a voltage drop across the circuit...lowering the intensity

P is in parallel so no drop..the voltage is same for both bulbs

and R is the only bulb in the circuit enjoying the full power.( no sharing)
