regular reflections are formed due to a smooth surface like a mirror. They can be very bright.
irregular reflections are formed due to rough surface like a table. If all the objects would produce regular reflections then seeing them would be much difficult.

1) Regular reflection : When all parallel rays of light reflected from a plane smooth surface(like mirror) are parallel, the reflection is known as regular reflection. It helps in the formation of image and hence we can see our face in a mirror.

2) Irregular reflection : When all parallel rays reflected from a rough on uneven surface are not parallel, the reflection is known as irregular reflection. Irregular reflection does not give rise to image formation. It takes place from wall, stone, trees,etc. It helps to spread light over a vast area and helps in general illumination.
