I don't know the answer do it by yourself

alabd: 100=60+2b
alabd: 40=2b
alabd: b=20cm
alabd: area of square=side*side=25*25=625sq. cm
alabd: area of rectangle=l*b=30*20=600sq. cm
alabd: area of square is bigger

area of square = a^2
= 25^2
= 625 cm^2
area of rectangle =lxb
l=30
b=25. (as per square)
= 30x25
=750 cm^2

so, rectangle encloses more area
