Can you think of reason why more complex orgainisms cannot give rise to new individual through regenration?

In complex multicellular orgainisms ,specialised cell make up tissue ,tissues make up organs ; organs make up system;and finely organ systems make up organisation in their body ,they cannot be reproduced from their cut body parts by the process of regeneration ..

for example ------a dog is a complex multicellular orgainism which cannot be regenerate from its cut body part day,a cut tail
this is because the cell present in the cut tail of dog cannot produce dog's organs like heart, lung, stomach ,instetines and limbs ,etc needed for the making of a complete dog
the complex multicellular orgainism need more complex ways of reproduction like sexual reproduction....
