Can you write the word "and" after a semicolon, for example, "But some researchers say the studies are conceptually and technically flawed; and innocent people might be the ones being executed."? Is this correct use of the semicolon?

You can use and after semicolon but the first letter of and should be capital and then sentence in which you are using and should be different from the previous sentence...for example you cant use and as you used in the example that you gave but you can use it like this...

"Many corporations are going to shut down by the end of 2019; World's Economy will be reduced to 10%"
