we have

multiply numerator and denometnator by i, we get

$\frac{2}{ - 3i} \times \frac{i}{i} \\ \\ = \frac{2i}{ - 3 {i}^{2} } \\ \\ = \frac{2i}{ - 3 \times - 1}$
