Time constant (t=RC) of a Capacitor refers to rate of charge or discharge .When a capacitor is charged, its voltage raises exponentially (not linearly). If a capacitor (C) is charged thru resistor (R) ,it will reach the maximum voltage in 5 time constants.

1 time constant : 63.2% charged ; 2tc : 86.5% ; 3tc :95% ; 4tc : 98.2% ; 5tc : 100%

Discharging also happens in similar manner.

A capacitor can also be charged linearly by using a constant current source.

In capacitive circuits time constant is the time in seconds required to charge a capacitor to 63.2% of the applied voltage. This period is referred to as one time constant. After two time constants the capacitor will be charged to 86.5% of the applied voltage.
