So the capacitor acts as open circuit for zero frequency or DC signal and inductor acts as short circuit. Also the capacitor acts short circuit for higher frequencies and inductor acts as open circuit

=> Xc = 1/(2πfC)

in case of DC , frequency is zero

Hence  Xc beomes infinite
