No my dear. Carbon alone doesn't conduct electricity. Why? because it is a non-metal. Carbon has many allotropes such as graphite and charcoal, that act as good conductors for electricity. Carbon brushes are therefore made of graphite.
FYI, allotropes are just different physical forms of an element.
