Carbon monoxide neutral and carbon dioxide is acidic why

Carbon monoxide is usually treated as if it was a neutral oxide,but in fact it is very slightly acidic.It does not react with water,but it will react with the basic hydroxide ion shows that it must be acidic.

Carbon monoxide (CO) is considered to be a neutral oxide, not acidic or basic. But why? It reacts with hot concentrated sodium hydroxide solution to give a solution of sodium methanoate:

NaOH+CO⟶HCOONa
