Ores of minerals found in carbonate or sulphide form are first converted to oxides as we can extract minerals from their oxides easily by just heating, using reducing agents like carbon or by displacement reaction. ( Al is usually used for such displacement reactions)

The conversion of metal carbonates and sulphides to metals is very difficult and economically, it is worst. But metal oxides to metal conversion is easy. So they are converted to oxides.
