Dust particles were at rest on the carpet. However when you beat thecarpet, you are forcing the dust to move along with the carpet. Due to thedust having inertia, it doesn't move, or rather, it resists motion. This is why dust comes out of a carpet when it is beaten with a stick.

That is due to inertia of dust particles !! In the beginning dust particles were in rest but when you beat you are giving a force which forces the dust particles to move along carpet or assume it as the dust particles are resisting against the force which make them to come out of carpet( same as when we are traveling in the bus compare us with dust particles and carpet as bus)
