CCl4 + 4 OH - ––> CO2 + 4Cl- + 2H2O

the OH- radical attacks nuceophillically Carbon tetrachloride but the Chloro-hydroxides, as for example CCl2(OH)2 are unstable and decompose down to CO2, the KOH turns into KCl, any KOH in excess will form K2(CO3) with the evolving CO2,
