ccl4 does not act as a Lewis acid but sicl4 acts as a Lewis acid. The reason is as following.....
Lewis acid are those compounds who have incomplete octate or complete octate which is able to keep more electrons in its outer shell. Here more refers to greater than 8 electrons in its outermost orbit.
Now, sicl4 is able to keep greater than 8 electrons in its outermost orbit. So it takes electron pairs from other compounds which have more electron density. It can also increase it's coordination number. So it works as a Lewis acid.
But ccl4 can not keep more than 8 electrons in its outermost orbit and it can not increase it's coordination number also. So it is unable to take electron pair from other compounds. So it does not behave as a Lewis acid.
ccl4 is a non polar solvent which rarely gives any reaction.
