Carbon and silicon are of same group in the periodic table
When hydrolysed CCl4 does not undergo hydrolysis where as SiCl4 is readily hydrolysed. This is because Silicon's configuration is 1s2 2s2 2p6 3s2 3p4 , i.e it has vacant "d" orbitals (3d), which can accept lone pair of electrons from oxygen of water.
Whereas Carbon has no such vacant orbitals for hydrolysis.
