Most plants, however, have the ability to increase solute inside the cell to drive the flow of water into the cell and maintain turgor. ... Although, liquid water will only move in response to such differences in osmotic potential if a semipermeable membrane exists between the zones of high and low osmotic potential.

The net movement of water into the cell is stopped. The cell is in equilibrium with the water outside. Consequently the water potential in this case becomes zero. Water potential is equal to osmotic potential + pressure potential.
