'De novo' is a Latin word which literally means 'of new' so it means from the beginning or new thing.
Cell is not a de novo structure because it originates from existing cells after cellular division. The chromosomes and DNA material divisions within cells takes place by Meiosis and Mitosis and new cells are produced from a single parent cell.

denovo means rise from non cellular material but new cells arise from division of preexisting cells
that's why it is not a denovo structure
