It start as mostly liquid, but there is a small quantity of dissolved gas, and there might be some gravel thrown in . As it solidifies into the predetermined shape, it becomes mostly solid but you might still have some very small gas bubbles trapped in it. It's a liquid until it hardens, and then it's a solid.
