According to Schedule 7 of Indian Constitution. The Powers are Divided between Centre and State as Union List, State List and Concurrent List.

Subjects Under Union List only Parliament have Power to Make Law on these Subjects.

Subjects under State List are under LSA(Legislative Assembly).

and Under Concurrent List There are Subject on which Both Centre and State Can Make Law.

Such Subjects Include Education....
