Mode =18
Empirical relationship between mean, mode and median is;
Mode = 3 Median - 2Mean
18 = 3 Median - 2(21)
3 Median = 18 + 42
Median = 60/3
Median = 20. ..... Answer

and, we know that,
2mean = 3 median - mode
so, 2× 21 = 3× median - 18
=> 42+18 = 3× median
=> 60 /3 = median
=> 20 = median
or Median = 20
